Tsina naghahain ng bitag sa Pilipinas ayon sa Eksperto

QUEZON CITY – Tila naghahain ng bitag ang Tsina sa Pilipinas ayon kay Ernest Bower, chairman ng Southeast Asia Program of the Center for Strategic and International Studies.  Kailangan mag-ingat ang Pilipinas  sa kagustuhan ng Tsina  ng bilateral talks taliwas sa kagustuhan ng Pilipinas na daanin sa International Arbitrary Court  ang isyung reclamation activities sa mga isla na nasa West Philippine Sea (WPS).  Tinutulak ng Tsina ang Pilipinas na daanin sa bilateral talks ang isyu ito habang kasalukuyang nang papalapit ang desisyon ng  Permanent  Court of Arbitration sa The Hague ang  kontrobersyal na pang-aangkin ng  Tsina sa “9-dash line”.

Sa forum na ginanap sa National Defense College of the Philippines (NDCP) sa Camp Aguinaldo, Quezon City, pinagdiinan ni Bower na maging mapagtanto ang Manila sa mga tactics ng Beijing. Sa mga ikinikilos ng Beijing maaaring masira ang Pilipinas sa international community. Sa pagkakataon na umurong o mag-iba ng posisyon ang Pilipinas.

Ayon pa kay Bower “The Philippines has made a commitment to its people and to the region to follow a principled approach. If the Philippines pursued bilateral negotiation with China that ignored its commitment, then all the investments put into the arbitral case would be in vain, because it would undercut that commitment to the ASEAN (Association of Southeast Nations) and then the commitment to the Code of Conduct in the South China Sea.”

Maaring magbago ang geo-political balance sa rehiyon at  magkaroon ng realignment of alliances pag nagbago ng posisyon ang Pilipinas at paboran ang bilateral talks sa Tsina.

Ang agresibong pag-build-up ng Tsina ng mga military facilities sa mga pinag-aagawang isla sa WPS ay sinasabing labag sa  1992 Code of Conduct of Parties (1992 CCP) na pinirmahan ng Tsina kasama ang iba pang claimants tulad ng Philippines, Taiwan, Vietnam, Malaysia, and Brunei. Ayon pa din 1992 CCP hindi gagawing military zone ang nasabing mga isla.

Sinabi pa rin ni Bower na magdudulot ng negatibo epekto  sa bansa ang bilateral talks: “I think the Philippines would lose respect to its partners in Asia and certainly the United States would be, I would say, extremely disappointed.”

Si Bower  ay kasama sa panel of reactors sa forum  na  “Asia-Pacific Perspectives in implementing the Enhanced Defense Cooperation Agreement (EDCA): Insights on the Bilateral Security Dialogue” na binuo ng  Albert del Rosario Institute.

Samantala  nagpahayag si President-elect Rodrigo Duterte na sakaling pumasok ang Pilipinas sa bilateral talks sa Tsina hindi ibig sabihin na isu-surrender ng Pilipinas ang mga isla sa WPS na ginawang military facility ng Tsina at kailanman hindi pabor ang Pilipinas ditto.

Mas makabubuti sa Pilipinas at sa buong rehiyon kung hihimukin ng Pilipinas na galangin ng Tsina ang 1992 Code of Conduct of Parties at tuluyan nang bitawan nito ang kanyang “9-dash line” claim. (Michael Sebastian)
