BEFORE he was silenced, Albuera Leyte Mayor Rolando Espinosa Sr. allegedly executed an affidavit stating the names of his son’s illegal drug trade comprised of 226 persons.
Heading the list of Kerwin Espinosa’s protectors, according to the mayor’s affidavit, are Senator Leila de Lima and three generals from the Philippine National Police (PNP) identified as Gen. Dolina
Gen. Loot, and Gen. Espina.
Research conducted by Tapatnews.com showed that Dolina being referred in the affidavit could be Chief Supt. Asher Dolina, Loot is retired Chief Supt. Vicente Loot, and Espina is retired acting PNP chief Deputy Director General Leonardo Espina.
Dolina was the head of the PNP Region 8 at the time he was dismissed from the police organization in November 2015 after the strong recommendation of the Office of the Ombudsman to dismiss him along with other police officials due to their involvement in the P4.8 Million coastal crafts scam in 2009.
Leyte which was one of the turfs of the supposed illegal drug trade of Kerwin is under the jurisdiction of PNP Region 8.
Loot who retired from PNP is presently the mayor of Daanbantayan town in Cebu.
He was one of the police generals whom President Rodrigo Duterte accused of protecting drug lords.
Espina, widely-known as a clean top police general, took over the helm of the PNP in an acting capacity after its head, Director General Alan Purisima, was suspended by the Office of the Ombudsman due to corruption charges slapped on him.
Espinoza’s affidavit has been submitted to the Department of Justice (DOJ) as this document bears the department’s seal, an indication that it was received by the DOJ.
DOJ Secretary Vitaliano Aguirre II has been vocal to the media on his assertions of De Lima’s supposed involvement in illegal drug trade.
De Lima vehemently denied the accusations for a number of times.
The inclusion of her name in Mayor Espinosa’s affidavit was described by De Lima as part of the demolition job against her by the Duterte administration.
Aside from De Lima, there were also 18 other politicians implicated in the affidavit, including some officials of Leyte provincial government.
Vice-Mayor Jona John Ungab of Ronda town in Cebu province has been charged in the court.
Aside from Dolina, Loot, and Espina, 42 other police officials were also included in the list of protectors.
Four people from the judicial branch of the government were part of the protectors of Kerwin’s illegal drug trade.
Also, one official from the Philippine Drug Enforcement Agency (PDEA), three from the Bureau of Jail Management and Penology (BJMP), one from the Philippine Army (PA) and three from the media.
One of the mediamen is Lalaine Jimenea, publisher of a local paper in Ormoc.
Jimenea is the aunt of Supt. Marvin Marcos, who is the chief of the Criminal Investigation and Detection Group in Region 8.
Marcos’s unit was the one that killed Mayor Espinosa and Raul Yap inside their detention cells in Leyte sub-provincial jail at around 4:00 a.m. on Saturday, while serving search warrant.
The warrant was issued by a judge from the Regional Trial Court in Samar.
